I have been thinking about doing this, admittedly utterly pointless, mod. for some time now.
I bought a rear fog lamp (complete with the bulb holder, bulb and the wiring up to the plug in the boot) from G.T and using my trusty Dremel (me and my Dremel are inseperable) I cut the bulb holder out. The rest of the fog lamp is then scrap.
When you take the filter off the near side rear fog lamp you'll see it's just a blank. Then, I cut a hole (yes with my Dremel) in the place that the bulb holder should sit, and sanded the silver reflector paint off the bit round the hole, to give a better key for the glue. Be careful with this, the plastic is very soft and will route and sand VERY quickly, it's easy for your tool to get away from you. Then I Superglued the bulb holder in place, you've got to do this from the front 'cos there isn't room to get the holder in from the back.
I removed the number plate lamps to get access to the wiring for the offside fog lamp and peeled back the insulation a bit. I used those little blue Scotchlok connectors to splice the new wires into the old ones and then taped up the joint with insulating tape.
Put everything back together and you've now got twin rear fogs.
