We've had this discussion on the forum many times, the date you're thinking of is Aug 1 1992, and they should test it to the pre-cat limits even if it was registered after that date (like mine).

Many cars are still within the limit for catted cars anyway.

Its irrelevent anyway as by removing the downpipe your only removing the precat and not the main cat

OK... I stand corrected on two points, thanks...

I assumed (incorrectly) that the down pipe was to be connected to a cat-les exhaust (i.e. stainless)...

but as you say, "irrelevant" also because his is a pre 92 anyway (judging by the front Toyota emblem).
