ok, I'm being lazy, I know its been mentioned before,
what rate should the head on a 7mgte be retorqued to after a new hg?

That is standard torque settings.
Recommended setting will depend on your gasket type and fixings.
OEM HG with OEM headbolts is recommeded to be somewhere between 65 to 72ft/lbs. Best not to re-use OEM bolts if they have been used at this setting before.

stock 1.0mm ( aftermarket HG ) with ARP Bolts, 1st torqued to 72, what should it be retorqued to?

On an OEM gasket you don't want to go any higher than 72llb/ft wether it be arp studs/bolts e.t.c
