symptoms sound like lean mixture. Your fuel pump might be failing to maintain fuel pressure.
change the last a lifetime fuel filter as well, they get amazingly clogged up
and do nothing for fuel flow, nice new toyota fuel filter can make a world of difference to the way an engine runs,
When you say 'tried ecu' dyou mean you've got another you've swapped it out with? or just checked connections to it? reason i mention it is i've got one here that displays exactly those symptoms - but swap it with the one i'm using and the problem goes away.
hope its not that : (

Had same Problem a few day`s ago and it was the Cam Shaft sensor.
It had started to fill up with oil and the cable`s had become very brittle inside.
Runs a dream now

Possibly the fuel pump relay or assosiated parts not kicking in and increasing fuel pump speed.
You can manually override the system by linking FP and B+ at the check connector and trying the engine.
It rules out one more thing

does it puff out black smoke when you hit 3000-3500 ????
check your boost pipes , especially the one under the turbo

I seen this car running last nite. it wont pass 3500 revs and fills the shed with black smoke, we also noticed a vacuum hose attatched to throtlle body area not connected in,, can anyone send us a link to vacuum hose diagrams???

changed the engine and its still over fueling? what fuel pump are you running? are the injectors wrong? you sure the ecu you tried isnt faulty also?

Maybe your chassis has a hex on it

see what im strugling to understand mate is,
this started in 2009 and since then youve changed the engine and ecu and your still getting the same problem? there MUST and i mean MUST MUST MUST be 1 single common demominator here. Something has stayed the same between the engine swaps to keep this problem here.
And if it is over fueling it has to be something with the fuel and or air going into the engine, so lets start with what you kept in the car and what you swapped out, right down to the airfilter

i know everything has been changed is there any units or relays that would cause this

i dont know mate i thought the ECU would controll the fueling. is the intercooler in good working order. would a blockage not affect the running, starving it of air cause it to overfuel?

So it's applied the correct amount of fuel according to if it was going to rev all the way? Have the waste gates been looked at?
My old MR2 did a similar thing, wouldn't rev past 4k black smoke from about 2k, turned out to be a combination of a knackered wast gate flap and actuator.
If the car was driven very "softly" then it was fine, just under any sort of boost condition, it would **** itself.
Matt.

just tried another intercooler there and no change

or try dissconnecting the vacuum hose attatched to fuel pressure regulator see if it runs worse or the same, if the same it could be a problem with your vacuum
